If you have a permanent address in Finland and have a valid driving license issued in India (or a country that has ratified the Geneva or Vienna Road Traffic Convention) you can exchange your license for an A1, A2, A, or B Class driving license without passing the driving examination.
In order to get an exchange without the driving examination, you must exchange your driving license within two years of having a permanent address in Finland and before your Contracting State license expires.
If the driving license you want to exchange has expired or you have been permanently living in Finland for over two years, you must also pass a driving examination (theory and driving test). When exchanging a driving license issued in a Contracting State at Ajovarma (External link), you will need
- Your passport or other official ID
- Two passport pictures
- A medical certificate (valid for 6 months)
- Your authentic foreign license
You must submit your foreign driving license, as an attachment to your application, to Ajovarma, which will send it to Traficom for safekeeping. You will be issued a temporary driving license while your license is in the process of being exchanged. The temporary driving license will be valid for 6 months or for a shorter period either until your foreign driving license expires or you have been permanently living in Finland for 2 years. If the authenticity of the foreign driving license cannot be directly verified, or additional information is requested from the customer, processing the case may take up to 4 months from submitting the application.
Your foreign driving licence will be returned to you only if you move permanently away from Finland. You must then return your Finnish driving licence to Ajovarma.
